The Illinois General Assembly appropriated funds in 1989 to blend the forest, marshland and grasslands of Pratt's Wayne Woods Forest Preserve in DuPage County (Ill.) with newly purchased conservation land. This new state park located near Bartlett, Illinois, was named the James "Pate" Philip State Park and construction began in 1995 for the Region 2 headquarters of the Illinois Dept. of Natural Resources and a park visitor center.
